Marshall Plan for the Environment
At the United Nations/DaimlerChrysler Environmental Forum in Magdeburg, Germany, the car company met staunch opposition from Greenpeace. UN environmental executive Klaus Töpfer is supportive of the dialog with environmental lobby groups. A global “Marshal Plan” for the environment should also combat international terrorism.

Also the president of the Club of Rome, Al-Hassen bin Talal, called for an international “Marshall Plan” for the environment and against terrorism. “Every dollar we spend on the improvement of living conditions,” Al-Hassan said, “also helps to check political terrorism.” The member of the Jordan Royal House criticized the U.S. government of President George W. Bush, who recently put “billions of dollars” into the construction of a homeland security ministry and the “expansion of Fortress America.” “We know how to wage war,” said al-Hassan, “but we don’t know how to end it.”
The president of The Club of Rome argued in favor of a “tax on every ton of oil produced” to finance an environmentally oriented “Global Marshall Plan” which would reduce the social costs caused by worldwide terrorism and environmental refugee migration. “With such a plan, we could achieve a new, environmentally sound economic miracle” Al-Hassan stated to SPIEGEL ONLINE.
